It is not uncommon for a priest to be sent away for further education. Sometimes this involves being sent to a foreign country. Many American priests have been sent to Rome, or elsewhere in Europe and many priests from the third world come to the United States or to Europe for advanced studies.
'Liturgy Studies' would involve courses geared around the history of the Liturgy and the norms ('laws') governing its celebration. I would guess that if a priest is being sent away for such studies he is being prepared for a postion within the Diocesan administration, or is being prepared to teach - most likely in a seminary, helping to train future priests. Normally such a course of studies lasts several years.
